It suddenly occurred to me to wonder if the worn over all hiding some eq applies also to NPC's such as the Bird feed seller etc? If this is the case then a blinking blue led may now be rendered invisible, and this could prove very dangerous should one be attempting to steal from an NPC.

Not that I, personally, would ever condone such an act of course.

Yes, it's exactly the same. There are (almost) no differences between players and NPCs, the only difference is how they receive their commands.
