I have controls for creating new sticky topic; locking a topic; moving a topic to a different category. Nothing for making an existing topic sticky.

Having gone to the trouble of adding controls for sticky / unsticky to the moderator's control bar, I've just discovered that you could already flag a topic sticky or announcement by editing the first post. Ha!

Well, the new way is more intuitive.
